Our submission was accepted by the Committee, and we are sharing it publicly as a resource for the sector.
In our view, the Bill represents a significant departure from the founding principles of the NDIS. The Scheme was established as a human‑rights–based reform to give people with disability genuine choice, control and access to individualised supports. The proposed amendments instead centralise broad decision‑making powers in the hands of the Minister, enabling sweeping changes to funding, support ratios, eligibility, pricing and participant plans — many of which would not be subject to review.
We encourage stakeholders, advocates and community members to consider the implications of this Bill and to engage with the ongoing parliamentary process.’’
